联合国工发组织阿佳尼先生致辞
尊敬的各位嘉宾,女士们先生们:
上午好!
非常高兴代表联合国工业发展组织出席2015年中国工业经济行业企业社会责任报告发布会暨第二届中国工业企业履责星级榜发布会活动。
众所周知,联合国工发组织是联合国的一个专业性机构,其中一项新的职责是促进发展中国家和经济转型国家实现包容和可持续的工业发展。所谓包容和可持续的工业发展,就是在促进工业经济发展的同时,要实现经济经济竞争力、社会责任和包容性三者间的协调,并维持生态环境平衡。
为长期和可持续地有效应对社会和环境等方面面临的紧迫性问题,我们也有必要采取措施促进经济增长。工业领域的全面发展将促进可持续发展,并为全社会带来持久的繁荣,而包容和可持续工业发展就是要利用工业领域的发展潜力。
联合国工业发展组织包容和可持续工业发展愿景是在2013年12月秘鲁首都利马举行的联合国工发组织大会第十五届会议上由联合国工发组织总干事提出的。成员国在大会上通过了《利马宣言》,而这一新的发展愿景正被包含在其中,将在未来指导联合国工发组织的工作、精神面貌和发展趋势。
包容和可持续工业发展的含义如下:
每个国家都能实现本国经济朝着高工业化水平发展,同时也将受益于工业产品及相关服务市场的全球化发展趋势。
每个国家都能实现工业经济发展,每个国家无论男女都能分享经济繁荣的成果。经济和社会全面发展有环境可持续发展框架作为支撑。
整合专业知识和资源等各类发展要素来促进包容和可持续工业发展的影响最大化。
在包容和可持续工业发展框架下,联合国工发组织也在推动绿色产业理念,即将环境、气候和社会等方面的重要考量纳入企业的日常经营活动中。这一理念通过新兴产业和市场力量提供了整套可快速响应的行动方案和战略来解决全球性和关联性挑战。绿色产业涉及一个双管齐下的战略,来建立一套工业体系,经济的发展和市场的扩张不再需要不断增加自然资源的供给并由此产生污染,而是实现产业的“绿化”,以及创造新的产业。
联合国工业发展组织和联合国环境规划署共同发起了绿色工业平台,一个全球多方利益相关者伙伴关系项目,致力于实现现有产业的“绿化”,并创造新的绿色产业。这一平台将企业、政府部门和有影响力的社会团体聚合在一起,共同确保有关各方作出具体的承诺并采取行动来支持可持续工业发展模式。这一平台也有助于所有利益攸关方召开论坛来分享和展示最佳行动实践,并促进绿色科技方面的研究、创新和应用,同时提高公众对发展绿色产业的实惠等的认知。此外,平台也为推广绿色发展政策和实践提供了建立伙伴关系的机会。我们在中国也设立了绿色工业平台中国办公室,由北京师范大学主办。同时也制定了一系列方案来加强绿色工业平台中国办公室的能力建设,使其更好的发挥其职能和履行其职责。
中国工经联为促进企业更好的履行社会责任而开展的各项工作是非常有意义的,值得赞赏,这些工作也契合了联合国工发组织的工作目标和职责。公众对环境、经济和社会等方面问题的担忧不断增多,但是也为中国企业提供了一个清晰的机遇:改善现状、做良好的社会公民。企业社会责任是品牌力量构成中一个非常重要的因素,因为气候变化和其他环境问题反映了当代的社会价值问题,绿色产品更有可能实现持续增长的市场价值。因此,具有长远发展愿景的中国企业可以选择公开他们的碳足迹和环保表现,并制定有关的减排目标,同时公开他们在能源利用方面取得的成就等。这些都可以在诸如联合国全球契约组织或者碳信息披露项目等框架内实现。
联合国工发组织也制定了“负责任的企业家成就方案”,这是一个基于企业社会责任实践的管理和报告机制,帮助小型企业落实企业社会责任理念,将企业在经济、社会和环境方面的考量有效融合。根据全球契约组织的十大原则,以及在社会和环境领域内制定的其他国际标准,比如ISO 14001, SA 8000, or OHSAS 18001,“负责任的企业家成就方案”提供了与分析软件相结合的结构性框架,该分析软件可以收集、处理、评估和报告数据,来跟踪中小企业在履行社会责任方面取得的进步。“负责任的企业家成就方案”主要目标如下:
建立受过培训并获得职业资格认证的联合国企业社会责任顾 问全球性网络。
通过将企业社会责任原则融入可操作的商业性管理方案,帮助中小企业成为负责任的企业。
根据工程原则,将在环境、社会和财务管理方面的最佳企业实践有效结合。
建立持续改善的管理实践,作为成功有效履行企业社会责任的基础。
专注于企业社会责任原则、标准和要求的落实和执行,而不是这些方面的报道。
联合国工发组织向今天获奖的企业表示祝贺,希望他们继续改善其生产经营活动。联合国工发组织也将继续同包括中国工经联在内的组织合作,促进企业对社会责任的理解并履行企业社会责任,尤其是中国的中小企业。
联合国工发组织借此机会向中国政府和中国人民对工发组织在中国以及全球各地开展工作时提供的支持,以及双方卓有成效的合作表示感谢,联合国工发组织也再次重申其承诺,继续支持中国政府发展绿色经济、促进经济转型。
再次感谢本次活动的举办方邀请联合国工发组织出席活动,期待双方在未来开展卓有成效的合作。

Distinguished guest, ladies and gentlemen,
Good morning!
It is my pleasure to participate on behalf of UNIDO in this 2015 Releasing conference on the Corporate Social Responsibility Reports of Chinese Industrial Enterprises and the 2nd Chinese Industrial Corporations Sustainability Transition Assessment and Rating System (CIC-STARS) List Releasing Ceremony.
As you already know, UNIDO is the specialized agency of the United Nations with the new mandate to promote inclusive and sustainable industrial development (ISID) in developing countries and countries with economies in transition. The ISID aims to achieve a balanced score-card in the pursuit of industrial development that will be characterized by economic viability/competitiveness, social responsibility and inclusiveness; and a sound environment.
In order to successfully address prevailing social and environmental challenges in a sustainable and lasting manner; efforts have to be made to achieve economic growth as well. Hence the ISID will harness the full potential of industry’s contribution to the achievement of sustainable development and lasting prosperity for all.
The UNIDO ISID was launched by the UNIDO Director General during the UNIDO General Conference, in Lima, Peru in December 2013. This new vision which was enshrined in the UNIDO’s landmark Lima Declaration was adopted by the Organization’s Member States and will shape the future operations, spirit and direction of UNIDO for many years to come.
ISID means that:
Every country achieves a higher level of industrialization in their economies, and benefits from the globalization of markets for industrial goods and services.
No one is left behind in benefiting from industrial growth, and prosperity is shared among women and men in all countries.
Broader economic and social growth is supported within an environmentally sustainable framework.
The unique knowledge and resources of all relevant development actors are combined to maximize the development impact of ISID.
Under the ISID framework UNIDO is promoting the Green Industry concept which is aimed at mainstreaming environmental, climate and social considerations into operations of enterprises. It provides a platform for addressing global, interrelated challenges through a set of immediately actionable cross-cutting approaches and strategies that take advantage of emerging industry and market forces. Green Industry involves a two-pronged strategy to create an industrial system that does not require the ever-growing use of natural resources and pollution for growth and expansion: greening of industries and creating new industries.
UNIDO and UNEP launched the Green Industry Platform, a global multi-stakeholder partnership which greens existing industries and creates new green industries. The Green Industry Platform brings together businesses, governments and civil society at the highest levels, to secure concrete commitments and mobilize action in support of sustainable industrial models. The Platform provided a forum for all stakeholders to share and profile best practices, promote research, innovation and deployment of green technologies while raising awareness about the benefits of green industry. The Platform offers the opportunity to engage in transformative partnerships that mainstream and scale up green policies and practices. The Green Industry Platform China Chapter Office (GIPCCO) has been established in China and hosted by the Beijing Normal University. There are ongoing programmes to build the capacity of the GIPCCO to enable it perform its mandate and functions
The current efforts of the China Federation of Industrial Economics (CFIE) to promote good corporate social responsibility are very laudable and also consistent with the goals and objectives of the UNIDO ISID mandate. Increasing public concern regarding environmental, economic and social issues presents Chinese corporations and businesses with a clear opportunity to improve their status as good social citizens. Corporate social responsibility is an important aspect of brand power because climate change and other environmental issues reflect contemporary social values, and green products are likely to gain increasing market value. Therefore, as a first step progressive Chinese companies can opt to publicly disclose their carbon footprint and environmental performance and set reduction targets against the reported values, while at the same time publicizing their achievements in energy and process related emissions reduction initiatives. This can be achieved under frameworks such as the United Nations Global Compact or under such initiatives as the Carbon Disclosure Project for example.
UNIDO developed the Responsible Entrepreneurs Achievement Programme (REAP) which is a practical CSR based management and reporting tool that helps smaller companies to implement CSR concepts, thereby aligning economic, social and environmental aspects of business (also referred to as “Triple Bottom Line Approach”). Based on the ten principles of the UN Global Compact, as well as international standards in the social and environmental domains, such as ISO 14001, SA 8000, or OHSAS 18001, it provides a structured framework in combination with an analytical software, which can be used to gather, process, evaluate and report data to track progress in implementing CSR in SMEs. REAP specifically aims at:
Creating a worldwide system of trained and certified UNIDO CSR Consultants
Helping SMEs to practice responsible entrepreneurship, by translating CSR principles into a commercially viable management approach
Combining best practices on environmental, social, and financial management, based on engineering principles
Creating continuous improvement management processes as the base for successful CSR implementation
Focusing on implementation of CSR principles, standards and requirements rather than on reporting
UNIDO congratulates the recipients of CSR awards today and enjoin them to continue to pursue business process improvement in their various organizations. UNIDO will continue to partner with organizations such as the China Federation of Industrial Economics in the promotion and implementation of CSR concepts particularly among small and medium-scale enterprises.
UNIDO will like to use this forum to express its appreciation to the Government and People of China for the excellent cooperation and support the Organization is being given in the course of implementing its mandate in China and globally. UNIDO re-affirms its commitment and support to the Government of China in its efforts to transit to a Green Economy.
Once again I want to express our appreciation to the organizers of this event for the invitation extended to UNIDO and look forward to a future of fruitful cooperation and collaboration.
